Regional Government Options
Study
Provided to City of Delta
The City of Delta has received the results of a
study prepared by Lamar Cotten. The study was funded by a
State of Alaska grant, and suggests local government options and
issues.
Here is an excerpt from the report:
"In 2001, the City of Delta Junction received a
state of Alaska grant for a regional government
study of the Delta/Fort Greely Regional Educational Attendance
Area (REAA). The study area covers approximately 6,228 square miles and encompasses the
communities of Healy Lake, City
of Delta Junction, White Stone farms, Ft. Greely, and the Deltana
area, with a population of
roughly 3,600 permanent residents.
With respect to local government the area is
unique, even by Alaska standards. The city of Delta Junction only includes about 800 residents and currently does not
impose any local taxes. The City provides local services through state and federal grants and
modest local user fees.
Education is provided by the state through the region’s REAA, with
no requirement for local
contributions. Statewide, roughly 97% of Alaskans live within a
municipal government and 93%
make some type of local contribution for educational services.
Both internal and external issues are forcing the
region to review the option of local government.
Internal issues include:
The development of the ground-based Missile
Defense System and other related federal
government projects;
The possible opening of the Pogo Mine; and
The influx of Slavic families to the region.
In short, the area is growing and with growth
comes a demand for new or expanded services.
External issues include:
The decline in overall state spending,
particularly for municipal governments
A series of efforts by urban legislators to
require rural Alaskans to pay some or more for government
services."
Have you ever wondered how many people look at the Delta News Web
(DNW) on a
daily, or even monthly average? Are the visitors mainly from the Delta
community, or nation-wide? World wide?
According to our logs, the DNW's best day ever logged over 900 visitors.
This October, the number of visitors was the highest yet: 20,729 visitors,
or over 660 per day on average! That's a lot!
By far the largest number of visitors come from within the Delta Junction /Ft. Greely area, but we get a fair number of visitors from elsewhere in the
USA, and even a few visitors from other parts of the world, including (in
descending order) Canada, Brazil, the United Arab Emirates, Italy,
Australia, Israel and many other countries.
Approximately 88 of 100 visitors come from direct address entry or
bookmarks. Of the remainder, 6 come from search engines, like Google or
Yahoo, and 6 come from other web pages that have us listed. Speaking of
search engines, last week, the web search box was used more than 75 times
daily. It's handy having the search box so accessible!
Wednesdays and Tuesdays are the top days of the week for visits. Sunday is
the smallest visitation day, followed by Monday. The DNW has been considering the idea of publishing over the
weekend. What do you think? Send us your ideas and suggestions for weekend publication.
The home page is by far the most popular. Other popular pages include the
classified ads, recent archives pages, the alumni page, the forum, and
calendar. Every archives page gets some views, but most of the interest is
in the newer ones.
Interest in the Delta News Web is growing! We really appreciate the support

During the summer, fishermen occasionally report to the Delta Fish and Game office seeing King
Salmon in the Delta Clearwater River. These are rare sightings and if Kings do
spawn in the Delta Clearwater River it is thought that the resulting fry have
little chance of survival. This is because Kings spawning summer will hatch
during winter, not a good time for juvenile survival. Whereas, Coho salmon
spawning later in the fall and will hatch in the spring, a better time for
survival. This year I observed three spawning Kings in the Clearwater, as this
picture shows a female who has finished spawning and is guarding her nest.
Increased numbers have been reported in the usual King Salmon spawning streams
such as the Chena, Salcha, and Goodpaster Rivers, it is logical to see more
Kings on the "fringe streams", such as the Delta and Richardson Clearwater

Annie Grossmann and her Nana, Joanne Warren are enjoying some fun during a visit to James and Gina McShane's home for dinner. Joanne has been visiting since August with the Grossmanns in Delta. Joanne lived here for a year in 1990 when Annie was a newborn. She has recently retired from her job in VA Beach and is visiting her 7 children all around the United States to see where she would like to settle. Joanne and Annie will head to LA next month to visit Annie's big brother Benjamin. Joanne is enjoying her stay in Delta and feels right at home. We are hoping she decides to make the visit a permanent one.

City of Delta Junction, New Community Library, Notice of Opportunity for Public Meeting
The City of Delta Junction (City) is proposing to construct a new Community Library for Delta Junction and the surrounding area. The existing library has outgrown its current space allotment in the building it shares with City Hall. The functions of the City Hall have also become cramped due to the space limitations imposed by sharing the building with the library. The goal of this project is to provide more space for the existing library and allow the City Hall to expand into the existing library space.
A selection of existing buildings in Delta Junction were reviewed in terms of whether they could be converted to either a library or City Hall, but none were found that could efficiently be converted to function as either. Thus, the City is proposing to construct a new building for the library. An existing City-owned parcel next to the Delta Community Center, which is less than 500 feet from the library's current location, has been selected for the construction of the new Community Library.
