Norm Hilliker Construction Update

We would like to thank everyone that has given money, clothes, food and their time to help Norm. We truly appreciate each and every one of you. We know God will bless you for it. We also want to thank all of you that have offered to help with the construction and have donated materials toward the project also. It is truly a blessing to see so many people come together to help one of our fellow neighbors.

The construction has started. The floor has been built and is in place. The roof trusses are built and on site. The walls are being built and Lord willing will be raised on Monday, 12/31/2007.

If you would like to help please give Ernie Wyrick a call @ 895-4820. We are still in need of a small wood stove and chimney pipe. Norm lost his chainsaw in the fire and is needing one soon to cut up some trees on his property that have been cut down but not cut up yet. If any one has information about where we can purchase a good chain saw at a good price please let us know.

Funds are limited since most of the funds are being used for the building project. Thanks again for everyone's help,

Ernie Wyrick

Division of Elections Meets Help America Vote Act Requirements

(December 28, 2007, Anchorage, Alaska) – Lieutenant Governor Sean Parnell announced today that the Alaska Division of Elections has updated the Alaska State Plan, as required by the Help America Vote Act of 2002 (HAVA). Lieutenant Governor Parnell appointed a state committee, comprised of Division of Elections personnel; the state’s Americans with Disabilities Act (ADA) Coordinator; representatives from the disability community; and a representative from the Department of Law, to review the updated plan and provide comments to the Division of Elections.

“Although Alaska initially had few changes to make to our election laws, our voter registration system, and election equipment to comply with HAVA, Alaska has improved, and will continue to improve,” Lieutenant Governor Parnell said on Thursday. “Our election processes will comply with both state and federal legal requirements in order to maintain public trust and confidence in the election process and ensure that democracy is upheld through the ballot box.”

A public comment period on the updated HAVA State Plan will be held from December 28, 2007 through January 31, 2008. Written comment will be accepted until 5 p.m. January 31, and those Alaskans wishing to comment online may do.

“The 2008 HAVA State Plan includes updated information about the opening of the Division’s satellite offices to better serve Alaskans, the implementation of touch-screen voting with a voter-verifiable paper record, the development of new HAVA staff positions, and changes to voter outreach programs,” said Shelly Growden, HAVA Election Systems Manager for the Division of Elections. The plan is available on the Division of Elections' web site , as well as at the Division’s regional offices.

The Division of Elections expects to submit a final plan to the United States Election Assistance Commission for publication in the Federal Register after the public comment period.

Chinook by George M Hosier II - One Tiny Baby

A tendril of hay curled against his tiny pink cheek, fluttering gently each time he exhaled. Was it possible that this adorable little sigh of sleeping contentment, audible only to his mother’s attentive ears, had before the dawn of time thundered into a crescendo of creative power like the roar of a trillion Niagaras? The breath of his life, now lightly frothing the lingering residue of his mother’s milk between rose bud lips, had once commanded the universe into existence!

Things that had never been before had burst into reality even as they coalesced in his imagination. When he voiced his will, light had exploded from the darkness in dazzling fireworks of vivid color. In the stark void of emptiness, nebulae and supernovae and galaxies had blossomed. On a new rock called Earth, oceans had condensed, mountains had speared upward from the plains and a riot of life had erupted. Platypus and orchids, amoebas and blue whales, black-capped chickadees and aloe vera, pineapple coral and blue-green algae, crawfish and fruit bats, spotted newts and humans: all sprang into being like a scene filling the canvas under the swift brush-strokes of a brilliant master artist.

Merry Christmas from the Delta News Web

We would like to thank the community for the support you have shown to us in 2007. Without you, it would have been impossible to have the Delta News Web. We would like to wish you and your families a Very Merry Christmas and a Happy New Year.

The Delta News Web will not be updated on Tuesday. We will be taking the day off to enjoy with our families. Remember, this Christmas season that Jesus is the Reason for the Season.

God wants us to have life! Real life. Life that lasts forever with him! That's why he sent Jesus, so we could have life. That is why Jesus left him and came to earth. That is why Jesus endured the Cross and its humiliation. That's why Jesus rose from the dead. God loves us with an everlasting love in Jesus! What other Christmas gift can compare? "O come, let us adore him!"

Say "YES" At Christmas

And Mary said, "yes" when the angel came,
not knowing all it would mean.
For "yes" was only the beginning.
"Yes" to giving birth in a cold, dark stable,
while cows and sheep looked on.
"Yes" to a sword that pierced her soul, as her
Son died on a cross, while she looked on.
And Mary said, "Yes, let it be."
But do I? Do I say, "Yes" when God calls to me?
Oh, not through an angel who comes in the night,
But maybe a pastor
who asks if I'll lead Sunday school class;
Or a former friend
who calls to mend our broken relationship;
Or a stranger
who wonders if I might spare some change for food.
And for a moment as I ponder what to say,
does God's purpose flicker like a flame
in a sudden breeze,
to be snuffed out by "no,"
or to burn brighter with the power of "yes"?
For "yes" is only a beginning.
"Yes", I'll give my time to sharing God's Word.
"Yes", I'll end a quarrel by forgiving another, and myself.
"Yes", I'll share what I have with one in need.
For somehow I know that even to the small questions,
God needs to hear my "yes"
as much as He needed to hear Mary's.
Perhaps that's why Jesus comes to the world a baby,
a baby full of questions, needs and desires.
When He asks to come into my heart this Christmas,
will I say, "YES"?

Fire Safety

It’s that time of year again when we all seal up our homes for the long winter and fire up our furnaces and wood stoves. Unfortunately, many of us do not consider the possible dangers. Accidents can and will happen occasional, even for those of us who are prepared.

The only time you have to decide whether you and your family are going to be victims or survivors is now! Once tragedy strikes there usually isn’t enough time to make up for a lack of planning.Recently, two of my friends and I were working on a Job in Nome and the house we were living in caught fire while we slept. Like most people we felt safe at home in our beds and never considered the possibility of such a tragic event. As a result, I managed to escape with smoke inhalation and few minor cuts and bruises and the horror of that night etched in my mind forever. My friends were not so fortunate. One friend received severe burns over 17% of his body, and my other friend didn’t make it out alive. All because we never expected some something like this to occur and we didn’t plan for it. On that particular night we had less than a minute and a half to react or die, and the situation went from knowing we had a problem to its too late!

I’m not a Fire expert but here is a list of the things we did wrong or neglected to do that might save someone’s life someday.

1. Have an alternate escape route. We only had one door out of the building and it was engulfed in flames.

2. Arrange a safe place to meet outside so you can account for everybody. In all the confusion, nobody realized that my friend was still in the building until it was too late.

3. Have a heavy object available near any escape windows. It took over six attempts for me to break through a thick plate glass window and I nearly lost consciousness trying.

4. Despite what you may believe, do not stop to call 911 immediately. When in a burning building you may be out of time without realizing it, and you will also likely be breathing fumes that can cause you to drop where you are stand. Get out Immediately! Once you are all out, you can decide whether it is safe enough to renter and call for help and if not, you can call from a neighbor’s house.

5. Remember that once you break a window or open an outside door, the inrush of fresh air will only make the situation worse, so be ready for it. No need to mention smoke detectors but I will, because they are probably the only reason why I’m still here and able to write this article.

Please be safe and support you local fire fighters. I know that I’ll be sending them my donation. If anybody is interested in knowing how bad things can get in a hurry.

You may be able to access the article on the web. Nome nugget newspaper (archives.. November 8th edition)

Anti-Corruption Act Application Certified

(December 19, 2007, Anchorage, Alaska) – Lieutenant Governor Sean Parnell certified an initiative today related to the prohibition on using public funds for political campaigns, partisan purposes, and ballot measures; the initiative also prohibits holders of government contracts from making campaign contributions or employing legislators and their staff for two years following state service. The lieutenant governor certified that the initiative application, known as 07ANCO, was in proper form.

Lieutenant Governor Parnell’s decision to certify the initiative (07ANCO) was supported by a legal opinion from the Department of Law, which concluded that the bill and application are in the proper form, and that the application complies with the constitutional and statutory provisions governing the use of the initiative.

Petition booklets will be prepared for the prime sponsors of the initiative by the Alaska Division of Elections. The sponsors will need to collect at least 23,831 valid signatures from qualified voters in 30 election districts in order for the proposed bill to be placed on a ballot.

Chinook by George M Hosier II - Santa Pause

By now I’m sure everyone has heard the news. Santa’s famous “ho, ho, ho” has been banned Down Under. Evidently the Aussies have mistaken St. Nick for a rap artist performing lyrics demeaning to female triplets. Do a Google search using the key words, “Santa”, “Australia”, and “ho ho ho” if you think I’m making this up. Sometimes political correctness makes me crazy.

Not that I’m a big fan of the jolly old elf, understand. Under normal circumstances I would have trouble developing rapport with guy who never shaves, lets himself become 100 lbs. overweight and runs around in public wearing red pajamas! However, when that same character spends his spare time offering strange kids candy to sit on his lap, I get downright antisocial. Furthermore, I resent the imposter for usurping the place of honor that belongs to the real central figure of Christmas—God incarnate in the form of an infant.

Norm Hilliker Update

We would like to express our appreciation to all those who have donated to help Norm Hilliker. Norm has a place to stay at this time and we are currently making plans and purchasing materials to rebuild as soon as possible. Many people have donated materials for this project, but more funds are needed. We greatly appreciate all that have given.

If you would like to give, there is an account at Wells Fargo Bank in his name. Donations can be mailed to P. O. Box 157, Delta Junction AK 99737 and checks made payable to Norm Hilliker.

Clothes, dishes, and linens have been donated as well as a bed & dresser and other furniture items. Several people have asked about sizes for clothing. He wears a Large size shirt, 33 X 32 pants and 10 1/2 size shoes. One item that will be needed is a wood stove and pipe for it. His old stove was damaged in the fire and may not be usable.

If you can help in any way, please contact Ernie Wyrick at 895-4820 or at email address: ruraldeltanavfd@firefighting.net. or ewyrick@mac.com

Thank you so much for all your help. We know that the Lord will bless you for it.

The Quest - By Pastor Howard Echo-Hawk

The Father pondered,
the Spirit & Son said Yes

Even though the earth was a mess
the Spirit spoke and so it began…

meanwhile, on Ararat
the Dove did not come back
he flew in search
for a peaceful land
while down below
trumpets began to bellow

He is coming
He is the Man!
only He can heal your land.
and when there was no room for a guest
the dove felt soon
he would end his quest

Angels gasped!

The Son went down

He landed in the bad part of town!
So tiny
So small
Lying on his back

He grew in spite
of the serpents’ attack
then…

He walked
to hear John’s best
and there the dove
finally found rest…

“Behold, the Lamb of God! which taketh away the sin of the world!”

Donations Requested for Norm Hilliker

As some of you know, Norman Hilliker had a fire at his home on Wednesday, December 12, 2007 and lost everything. He has 1st and 2nd degree burns on his head and back and is recovering. Ernie Wyrick and Kent Brown have been coordinating efforts to help Norm. Kelly's Inn graciously donated 3 free nights for Norm. Norm was provided some clothes from God’s Helping Hands.

Several men have volunteered to assist with the reconstruction of a small cabin for Norm on Norm’s property. Norm needs a temporary place to stay and some funds towards the construction project.

An account has been set up in Norm’s name at Wells Fargo Bank. Donations are welcome and are needed to help with rebuilding. Several people have donated already.

If you would like to donate funds, building materials, help with construction, provide a temporary place for Norm, or anything else, please contact Ernie Wyrick. Checks should be made out to Norm Hilliker and mailed to PO Box 157, Delta Junction, AK 99737.

Please contact Ernie Wyrick if you have any questions or can offer assistance in any way.

Thanks for all your help,

Annual Children's Christmas Party

Exclusive to the Delta News Web

Was GRRRRRREAT times 3!
On Saturday afternoon, 12-8, Alpha Omega Life Care, Inc., collaborating with the local Kiwanis Chapter, delighted forty six youngsters and their parents at the annual Christmas Party.
There were 3 tables of Christmas crafts to keep everyone busy, and 3 more tables loaded with fuel---cookies, candy, cake, nuts and punch.

Then, Ho! Ho! Ho! the real Santa Claus and a real elf showed up, toting 3 bags of presents. Some supplicants were shy, some were straight ahead with their lists memorized, a few cried, flashbulbs exploded, and everyone scored gifts!

Per custom established over the years, Pastor Bob Carpenter discussed the origins of some traditions of Christmas, and read the Christmas Story to the assemblage.

Our heartfelt thanx to Kiwanis member Ms Becky Koenig, Ms Patty Jensen, Ms Carla Dekle, and Ms Jeanie Gallagher who brought goodies, Ms Colleen Hartman, Judith and Claudia who decorated and supervised, and Mr. Ron Magee, as always a Super Santa.

This has been an annual community event for five years, presented for the benefit of local children. Enter it on your ’08 calendar, and next year you can volunteer to help. Lotsa work to go around for everyone, and lots of youngsters to delight!

Donnelly Training Area East Mobility and Maneuver - Public Meeting

DONNELLY TRAINING AREA EAST MOBILITY AND MANEUVER
ENHANCEMENT ENVIRONMENTAL ASSESSMENT and DRAFT FINDING OF NO SIGNIFICANT IMPACT

The U.S. Army Garrison, Alaska has prepared an Environmental Assessment (EA) and Draft Finding of No Significant Impact (FNSI) for three proposed mobility and maneuver enhancements at Donnelly Training Area (DTA) East, Alaska. The proposed enhancements would meet Army training missions and allow for continued sustainable military use of DTA East. The enhancements would improve training facilities by increasing opportunities for paratroopers to conduct formational tactics and by providing a sustainable trail network and a hardened bivouac area for unit training. The EA evaluates the potential environmental impacts associated with the proposed projects.

The EA and Draft FNSI can be viewed at http://www.usarak.army.mil/conservation/. A paper copy is also available for review at the Noel Wien Fairbanks North Star Borough Public Library in Fairbanks and at the Delta Community Library in Delta Junction.

A Public Meeting will be held on December 13th from 5:00 p.m. – 8:00 p.m. at the Delta Junction Community Center, 2291 Deborah Street. A presentation will be given at 6:30 p.m.

Chinook by George M Hosier II - Chivalry

When I was a kid, I read a lot. My Dad was a pastor, and often during the week he would take me along as he went calling on members of his flock. I guess most kids would go crazy waiting for their father to be finished holding the hand of a bedfast octogenarian who was reciting her list of medications, as well as the names of her fifty-two great grandchildren. Not me! As long as the octogenarian owned a reasonably well-stocked bookshelf, I was content. When it came time to go I would have to be coaxed out of the corner where I had retreated into the imaginary world I had discovered within the pages of my book.

In a pinch, I could read just about anything: vintage issues of the Ladies Home Journal, Shakespeare, poetry, comic books, history, crock pot manuals, biographies, The Wall Street Journal, ghost stories, Chilton’s, the TV Guide... Once, while my Father was preoccupied with a marital counseling session, I rummaged around for reading material until I was lucky enough to discover a fascinating heart-shaped box tied with faded ribbon and full of yellowed letters.

To read the rest of the story we invite you to browse our Chinook pages.

"HANUKKAH--A Festival of LIGHT to the World!"

The Feast of Hanukkah celebration begins at sunset, on December 4th (the 25th day of Kislev on the Hebrew calendar), and is celebrated for eight consecutive days. Oftentimes misunderstood as a "Jewish Christmas," Hanukkah, which means, "dedication, consecration, or inauguration" in Hebrew, is also referred to as the "Feast of Dedication," or "Festival of Lights." It is celebrated in commemoration of the rededication of the holy Temple in Jerusalem after a victory in 165 B.C., when the Jewish people, led by the Maccabees, defeated the army of the Greek Seleucid ruler, Antiochus IV Epiphanes.

Antiochus had set out to destroy the Jewish religion, issuing decrees forbidding the practice of the rituals of the Laws of Moses, even to the extent of destroying copies of the Torah. Decrees were made against the observance of the Sabbath, the Feasts and circumcision. Antiochus also set up an altar in the Temple to the Greek god, Zeus, with offerings of the flesh of swine. These actions sparked the Maccabean revolt, led by the priest, Mattathias and his sons, where after three and a half years the armies of Antiochus IV were at last defeated by these heroic Jewish forces.

Three years to the day from when the Temple was desecrated, on the 24th of Kislev, 165 B.C. the temple was cleansed and rededicated. As part of the Temple rededication, holy consecrated oil was needed to light the great Menorah, but only one small cruse of the sacramental oil was found, enough to last just one day. Knowing it took eight days to prepare more holy oil, they nevertheless lit the great Menorah with the little oil they had. Miraculously, the oil burned for "eight days"--a witness of the Lamp of God--the Light of the world--Jesus Christ!

Jesus Christ--The Light of the World

Jesus Himself, the Light of the world, is recorded in John 10:22-23, as being at the Temple in Jerusalem and walking in Solomon's Porch during the Feast of Dedication:

"…the Feast of Dedication (of the reconsecration of the temple) was taking place at Jerusalem. It was winter, and Jesus was walking in Solomon's Porch in the temple area."

In celebrating Hanukkah, a special menorah is used as a symbol of the miracle of the oil. Unlike the Temple menorah having seven branches, the Hanukkah menorah has nine. Eight branches which signify the eight days the oil burned in the Temple, and the ninth branch, the Shammas or Servant branch, located either above or set in the center, holds the candle from which all other eight candles are kindled.

The original seven branch menorah given to Moses during the Exodus, symbolized the promise of the illumination that was to come through God's Anointed One--Jesus (see Exodus 25:31-40 and 37:17-24).

The Hanukkah menorah not only symbolizes illumination through Jesus, but adds the eighth branch, the branch of new beginning, plus the ninth branch, the Shammas or Servant branch (Jesus) which lights all eight branches. Jesus is indeed the eternal Light of the world who lights the way for a new beginning for all who come to Him.

Zechariah not only prophesied the rebuilding of the Temple in 520 B.C. as did Haggai (see Haggai 2:18-19), but he also prophesied of the additional two branches added on to the traditional seven branch menorah, creating the nine branch Hanukkah menorah in Zechariah 4:

"Then the angel who had been talking with me returned and woke me, as though I had been asleep. 'What do you see now?' he asked. I answered, 'I see a solid gold lampstand with a bowl of oil on top of it. Around the bowl are seven lamps, each having seven spouts with wicks. And I see two olive trees, one on each side of the bowl.' Then I asked the angel, 'What are these, my lord? What do they mean?'

'Don't you know?' the angel asked.

'No, my lord,' I replied.

Then he said to me, 'This is what the LORD says to Zerubbabel: It is not by force nor by strength, but by My Spirit, says the LORD of Heaven's Armies. Nothing, not even a mighty mountain, will stand in Zerubbabel's way; it will become a level plain before him! And when Zerubbabel sets the final stone of the Temple in place, the people will shout: "May God bless it! May God bless it!"'

Then another message came to me from the LORD: 'Zerubbabel is the one who laid the foundation of this Temple, and he will complete it. Then you will know that the LORD of Heaven's Armies has sent me. Do not despise these small beginnings, for the LORD rejoices to see the work begin, to see the plumb line in Zerubbabel's hand.'

Then I asked the angel, 'What are these two olive trees on each side of the lampstand, and what are the two olive branches that pour out golden oil through two gold tubes?' 'Don't you know?' he asked. 'No, my lord,' I replied. Then he said to me, 'They represent the two heavenly beings who stand in the court of the Lord of all the earth.'"

Moving from the Finished Cycle to a New Beginning

The number seven symbolizes completion, fulfillment, or finished cycle through God's Anointed One, Jesus Christ. This year as we light the eighth candle of the Hanukkah menorah representing, a new beginning, remember that the year 2007 is ending in just a few weeks--the Jewish year 5767, has already past as we celebrated Rosh Hashanah, the Jewish New Year in September--prophetically passing through a time of completion.

So, be encouraged! We have stepped into a divine season of leaving behind the past and are moving forward into a new beginning--the next phase of our destiny.

When we observe Hanukkah, we not only reflect on a momentous event in history--an uprising resulting in religious freedom for the glory of the God of Abraham, Isaac, and Jacob--but we look on it as truly a time of a celebration of Light. The Light of the world, Jesus Christ, illuminating the world with a promise of a new life, a new beginning for all who come to Him!

Home Repair Funds Available To Rural Low Income Households

Palmer, Alaska, December 5, 2007) Alaska USDA Rural Development has attractive home improvement loan funds available to qualified rural low-income homeowners. According to Chad Padgett, acting State Director, “Our agency can assist with such repairs as installing or repairing septic systems, drilling wells, installing new doors or windows, roof replacement or repair, installing or repairing electrical or plumbing systems, bathroom installation, foundation repair and making homes accessible for handicapped individuals.” Further, “Rural Development loan funds can also help pay for replacement of an aging, inefficient furnace with a more energy-efficient one,” said Padgett.
USDA Rural Development makes funds available through loans at 1% interest amortized over 10 or 20 years. To be eligible for this program, applicants must own and occupy the home in need of repairs, have steady income, adequate credit, and meet the following very low income limits.
Family Size and Income Limit:

3 - 35,300
4 - 39,200
5 - 42,350

In addition to Rural Development’s loan program, the agency has home repair grant funds available to low-income applicants who are at least 62 years of age, own and occupy their homes in rural areas, and need to make safety and health-related repairs.

USDA Rural Development also has two home-purchase programs available to income-eligible applicants. They are both “zero down” programs and require little out-of-pocket expense.

Fullness of Time

Well, they’ve done it again! The Delta Christian Drama Association, a local non-profit organization dedicated to wholesome, high-quality theatrical performances, delighted us with their sixth successive and successful production on the weekend.

The original script by author/director/producer/actor Mr. George Hosier, was presented seamlessly by the cast of thirteen, crew of two and assistance from other volunteers beyond our ability to count.

To single out anyone for special mention from among this wonderful group must not diminish the many contributions of those not so mentioned. That sincerely said, the young persons comprising three-fourths of the cast are simply superb—the countless hours of learning lines, moves, and rehearsing give us hope for the future, and confidence in the present---as one of them earnestly said, when complimented on her performance, "…it is my privilege…"

The costume and set designer, Ms Gaylene Hosier, again outdid herself. The costume and sets are always tasteful, comprehensive and well executed, and provide visual impact without distraction (well, then again maybe the tricked-out Roman soldiers…)

It becomes obvious that Mr. Hosier is a scholar of customs, mores, living conditions and history of biblical times, and it shines forth in his period costume drama playwrighting—he could probably secure a university chair in the topic when he retires from his present occupation.
The lighting technician was right on at all times, and the sound technician, too, was professional.

If you do not know any of these folks by name, refer to your program. If you don’t have a program, it means that you missed the show. If you missed the show, then that is your experiential loss—it was simply wonderful, and every single one who had a part in the production deserves praise and kudos and pats on the back—‘specially those young actors!

Please tell ‘em so when you can. Post a response to this review, or write DCDA, POB 1003, Delta Junction, AK 99737, or call 895-5289, or email DCDAowner@yahoogroups.com.

Too seldom we recognize accomplishment, and it was right here in this town on this weekend.

Division of Elections Performing List Maintenance on Voter Registration Records

(December 3, 2007, Anchorage, Alaska) - Along with holiday cards and catalogs, voters should check their mail boxes for notices from the Division of Elections. The Division is updating the State's voter registration list by sending address confirmation notices to each person who registered to vote before January 1, 2004 and who has not voted, signed a state petition, or had contact with the Division since January 1, 2004.

If the Division receives the notice back as “undeliverable” the voter will be sent a second notice to the voter's last known address with a request for it to be forwarded to any new address. If a registered voter does not respond to the second notice by March 3, 2008, the voter’s registration record will be inactivated. Voter records that are placed in the inactive status will not appear on the precinct register during elections and the voter will be required to vote a questioned ballot.

The Division of Elections is required to perform list maintenance on a yearly basis to maintain compliance with State and Federal law. The Division relies upon the cooperation of voters in responding to the notices to help maintain the accuracy of the State's voter registration records.
"It is important for people to respond to the notices so the State can maintain an accurate list," said Whitney Brewster, Director of the Division of Elections. "There are numerous cases where voters move either out of State or elsewhere in Alaska and simply fail to notify the Division. If you receive a notice addressed to a voter that is no longer at the address, please mark “Return to Sender” and send the notice back to the Division of Elections. This will trigger the second notice that, if not responded to, will allow the Division to inactivate the voter’s record.”

To find out voter status, please contact the Division of Elections at:

Region I office in Juneau at 465-3021
Region II office in Anchorage at 522-8683
Region III office in Fairbanks at 451-2835
Region IV office in Nome at 443-5285
