Missile Launch Safety Presentation

FORT GREELY, Alaska - Col. George Bond, of the Missile Defense Agency-Alaska, will give a missile launch safety presentation on Nov. 6 at the Fort Greely post theater. This one-hour presentation is open to Delta Junction residents and starts at 7:30 p.m.

Members of the public attending do not need to go to the Visitor's Center. Proceed directly to the entry control point where the Security Guards will provide a Special Event Pass and Map with directions to the Theater and Parking areas. Drivers will need to show their driver's license, vehicle registration and proof of current insurance to the Guard. Passengers 16 and older must also present photo identification to the Guard.

Fort Greely Installation Restoration Advisory Board (RAB) Meeting

Fort Greely, Alaska--The Fort Greely Installation Restoration Advisory Board (RAB) will meet at 6:00 p.m. on Wednesday, 05 November 2008, at the City Hall in Delta Junction, Alaska.

The goal of the RAB is to give individuals who represent the diverse interests of the community the opportunity to regularly review progress and interact with the decision makers concerning Fort Greely's environmental restoration program. The aim is to increase public understanding and the quality of the installation environmental restoration program.

The RAB meetings are held quarterly, are announced in advance and are open to the public.

The RAB assisted with the restoration efforts required by the Base Realignment and Closure (BRAC) process from 1995 until portions of Fort Greely were withdrawn from surplus in 2001 to support the U.S. missile defense program. The RAB is now assisting with the Fort Greely installation environmental restoration program.

The RAB membership currently includes: Community Co-Chair Stephen Hammond, the Fort Greely garrison commander’s designated representative, Chris Boerst; community members Dick Anderson, Steve Fields, Pete Hallgren, Tom Miller, Mike Murphy, Carol Stock, and Mary Leith-Dowling. A representative from the Alaska Department of Environmental Conservation participates in each meeting, as does a representative from the U.S. Environmental Protection Agency when possible.

Members of the RAB have committed to a goal of attending all RAB meetings and devoting ample time to review any related Army documents within prescribed time frames.

Public participation on the RAB is strictly voluntary. The Army does not provide financial support to the public members for their services nor are members compensated for work hours lost or time invested.

Deltana Community Human Services Planning Summit

The surveys are in and we’re crunching the data! Next Saturday, November 8th is the day we start planning. The goal is to identify the priorities for a 10-year Human Services Plan for the Deltana region.

Join us to learn how to do community planning and help us apply what we learn to our project. The Summit will teach you to: understand needs and resources are in the Delta area, identify relevant resources, develop an organization plan, sequence plan implementation, defining tasks for participants, and implement the plan.

We will talk about a lot of needs, issues and solutions in the community. We will be serving a sandwich spread for lunch, so please RSVP.

The Deltana Community Human Services Planning Project is a grassroots, non-political group that received a grant to increase the human services available to the Deltana community. Baka Beyond Concert ~ October 30

Baka Beyond will perform on Thursday, October 30 at 7:30 p.m. in the Delta High School large gym.

This world famous Celtic-African fusion group features strong rhythms from Cameroon's Baka tribe and traditional melodies from the UK.

The concert is FREE and a gift to Delta Junction from Alyeska Pipeline Service Company in cooperation with the Delta Library Association and Fairbanks Concert Association.

New Chapel dedication - Eielson Air Force Base

The 354th Fighter Wing is having a dedication service for the new base chapel at 10 a.m. Oct. 29. The new chapel earned the Pacific Air Forces Top Concept Design Category Award for 2007.

Chaplains offer worship and rites; pastoral counseling; and personal, moral and spiritual growth opportunities for the military community and their dependents. As members of a multicultural community, chaplains provide ministry to persons of their own faith group, and also act as guardians of the free exercise of religion for all. The Chaplain also advises commanders on religion, ethical concerns and quality of life programs, as well as support deployments.

Big Brothers Big Sisters is back in Delta Junction and Fort Greely

Big Brothers and Big Sisters is America’s leader in one-to-one youth service, with nearly a century of proven success in creating positive friendships that benefit children, volunteers, families, neighborhoods and communities.

Big Brothers Big Sisters is currently recruiting volunteers and signing up participants in the Delta Junction and Fort Greely communities. We are looking for High School student volunteers to help with the school-based program which will meet on Wednesday afternoons. We are also looking for community members to volunteer to meet with youth at least once monthly on their own time.

Phishing Attack Uses BBB Name to Trap Consumers and Businesses

Scheme uses E-Mail and Blogs to Encourage Recipients to Register Software with BBB

DuPont, WA – October 23, 2008 – Better Business Bureau is alerting consumers and businesses about a phishing scheme that uses both e-mail messages and blog posts directing recipients and viewers to register software with BBB. BBB wants the public to know that such messages and posts are not coming from any element of the BBB System, and that this attack has not affected BBB computer systems or networks nor has any data been comprised.

Reports to BBB indicate that businesses began receiving bogus messages yesterday, requiring them to “register new software and update contact information” with BBB, and provided a link for the process. In investigating the attack, BBB also discovered phony “notices” and postings on various blogs being used as additional tactic to reach victims.

“The messages and posts are most likely part of a large-scale phishing scam leveraging the trusted nature of the BBB name to entice recipients and bloggers to open messages and access attachments or links,” said Robert W.G. Andrew, CEO of BBB. “Anyone receiving an e-mail or viewing a blog requiring the registration of software with BBB should not click on any links or in any way respond to the message, because doing so may allow harmful viruses or spyware to enter the recipient’s computer or network.”

BBB is advising consumers and businesses to take the following precautions and actions to steer clear of this phishing attack and to protect their computer systems and networks.

Anyone receiving an e-mail similar to those described should not open the message, not click on any links, or respond to the message – the message is not from any entity affiliated with BBB. Opening or viewing a preview of the e-mail, or clicking on the link within the e-mail, could enable a discreet download of a virus or spyware.

Report receipt of any such messages. BBB is working with the U.S. Secret Service's Electronic Crimes Task Force (ECTF) to address phishing issues using the BBB name. BBB has established an e-mail address - phishing@council.bbb.org – people can use to forward the message to, thereby reporting the incident to BBB and the ECTF.

Attention Federal Subsistence Hunters

This message is from the Bureau of Land Management regarding the federal subsistence hunt in Game Management Unit 13. Paxson Lake, up to the ordinary high water mark, including its frozen surface, is under State jurisdiction and therefore is closed to federal subsistence hunting.

All other areas on federal land remain open as set forth by the BLM Glennallen Field Office and the Fish and Wildlife Service Office of Subsistence Management.

Prayer and Remembrance in Honor of Spc. Heath Pickard

FORT WAINWRIGHT, Alaska - The Fort Wainwright community will gather Wednesday, October 22, for a service of prayer and remembrance in honor of Spc. Heath Pickard, who was killed in action in Iraq Oct. 16.

The service honoring Pickard will be held Wednesday at 11 a.m. at the Northern Lights Religious Education Center.

Dual Alaska inquiries examine high gas prices

Gasoline prices are plummeting throughout the nation, dipping below the $2.50/gallon mark in Oklahoma.

But the bill for Alaska gasoline isn’t dropping as quickly, even as two separate investigations continue into high gas costs.

The average price for a gallon of unleaded gas in Alaska was $3.887 Monday, according to data from the American Automobile Association. The Fairbanks average was $3.765, $3.619 in Anchorage and $4.052 in Juneau.

Anchorage - New Center with New Ideas about Divorce Opens

Innovative Cost Effective Divorce for Today's Economy at Compass Divorce Center

With the divorce rate estimated at 50%, divorce is a reality, like it or not. In Anchorage, a full-service divorce center has opened its doors in response. The new center offers multiple services at one location to help divorcing couples and their children stay out of court and get the legal, financial, and emotional support they need. The center guides couples through the divorce process from beginning to end using mediation, counseling (for children & adults), coaching, consulting and reconciliation. The center aims to protect both finances and family.

"Divorce is a business decision with an emotional impact. Compass Divorce Center works to help families make better decisions for everyone's future." states Lisa Lawson, the Director of the center. Research has demonstrated that divorce can be disruptive at the least and destructive at its worst. Lawson reveals that "The whole experience at Compass Divorce (Center), from the environment to the services, has been designed with a healthier, more productive divorce in mind." She wants people to know that there is a better way to divorce than what is currently available.

Given the current economic state and increasing cost of divorce litigation, many who wish to dissolve their marriages are seeking a cost effective way to obtain a divorce without spending considerable sums of money. The majority of these costs are accrued during litigation. At Compass Divorce Center, costs remain low for couples by completely eliminating the need for litigation. Lawson estimates that a divorce with the center will cost 80-90% less than litigation.

Lawson explains that, "Often, couples are considering divorce or have tried everything and think divorce is the only option left. She further explains, "Because we have multiple services we are able to construct solutions that aren't possible in a law office or in marriage counseling."

Con Artists Target JP Morgan Chase Customers Through E-mail

Washington Mutual account owners could receive e-mail scams.

DuPont, Wash-Oct. 17, 2008 — Con artists are using e-mails to snag customers at JPMorgan Chase, which now owns Washington Mutual.

Scammers are using an e-mail with the subject line, “Account review – Chase Team identified some unusual activity in your account.” If customers click on for more information, they are directed to an application that asks for account information, pin numbers and passwords.

This phishing scam provides a fake Web site, designed to look like the real thing.

If customers receive such an e-mail, they can forward it to abuse@chase.com to confirm that it is fraudulent and allow Chase to investigate the incident. The Better Business Bureau advises people who receive such e-mails to delete them.

Chase.com says, “You should not enter your User ID, password or account number in e-mail.”

The Web site also says they do not require customers to enter personal information into e-mails or send reply emails with personal information.

Community Profile: Deltana

Information from the Anchorage Daily News

POPULATION: 1,896 (2006)

LOCATION: Southeast of Delta Junction on the Alaska Highway, near the convergence of the Richardson and Alaska highways, about 100 miles southeast of Fairbanks.

DESCRIPTION: A relatively large area, with more than 665 homes whose residents are primarily non-Native; about 1 in every 7 homes is used only seasonally. The Fort Greely missile project, the Delta/Greely School District and Alyeska Pipeline Service Co. are the major employers, with state and federal highway maintenance and a few small businesses providing other jobs. Nearly 40,000 acres are farmed in the Delta area, producing barley, other grains and forage, potatoes, dairy products, cattle and hogs.

HISTORY: In 1903 an overland trail was cut from Valdez to Fairbanks and a roadhouse established a short time later at the junction of the Delta and Tanana rivers. In 1904 the U.S. Army Signal Corps built the McCarty Telegraph Station. Rika's Roadhouse was built in 1910. Ongoing mining just north of Delta Junction in the Tenderfoot area and the Chisana Gold Strike of 1913 brought prospectors and other travelers. It became known as Buffalo Center in 1927 for the American bison transplanted in the 1920s. In 1942, construction of the Alaska Highway began, and a military base (later Fort Greely) was completed five miles to the south. In 1946, a dairy farm was established; beef cattle were brought in during 1953.

Museum to hold hunting, trapping expo on Saturday

FAIRBANKS, Alaska - The University of Alaska Museum of the North will hold a hunting and trapping expo on Saturday, Oct. 18 from noon to 5 p.m. Museum admission includes the expo and will be discounted all day: $8 for adults,$3 for youth 7-17 and free for children under 7 as well as museum members.

At the expo, visitors of all ages can try their hand at a virtual shooting range, part of the Alaska Department of Fish and Game's hunter safety and education programs, and talk to local hunting and trapping experts, including representatives from the Alaska Outdoor Council, Alaska Trappers Association and the Outdoor Heritage Foundation of Alaska. The expo will also include seminars, films and demonstrations on skinning and fur handling, reloading ammunition and pet safety on traplines.

George Albert of Ruby will talk about making traditional Athabascan snowshoes and Athabascan artists Ginger Placeres and Charlotte Douthit will demonstrate skin-sewing and beadworking. The Cooperative Extension will have information and demonstrations on making sausage from game meat. Representatives from the Fairbanks Community Food bank will have informationon how hunters can help local families through their donations of game meat.

The expo is the latest in the museum's fall programs planned to complement the current special exhibit, "Hunting and Trapping in Alaska's Interior: OurStories, Our Lives." The special exhibit continues through the end ofNovember and is included with the museum's general admission. The museum is open from 9 a.m. to 5 p.m. Monday through Saturday, closed on Sundays. 1st Annual Sportsman's WILD GAME Fellowship in North Pole


To whom it may concern:

First Baptist Church of North Pole is sponsoring our 1st Annual Sportsman’s WILD GAME Fellowship, a community outreach and outdoorsman’s social gathering. It will be held on November 15th from 6-8 p.m. This event is open to the public, so help us publicize this occasion. Make sure to bring your family, bring your fellow brothers and sisters and invite a colleague and neighbor too. Enjoy an evening of full of nourishment, fun, fulfillment and fellowship without the expense.

We are requesting from churches around the Fairbanks and North Pole area to donate one large prepared ‘wild game’ dish and/or many smaller prepared dishes to share with attendees from the community.

As well as having a feast with friends, we would like to include sportsman’s related informational booths. Some examples of these might be: moose calling, fly tying, cold weather survival, snow machining, ice fishing, shell reloading, hiking, dog training, etc. If anyone would like to participate, contact us as soon as possible so we may reserve your space.

There will be several drawings for door prizes throughout the evening. We are currently accepting donations for these drawings.

For the highlight of the evening, we will close with an extraordinary account of Pastor Johnny McCoy’s grizzly attack survival saga that occurred on September 4, 2001. He will share his experience, along with Deacon and close friend Gary Corle, as to how God miraculously reached out, revealed his awesomeness and glory, and changed their lives forever.

Sportsman's WILD GAME Fellowship Soliciting Donations


First Baptist Church of North Pole is soliciting donations for the 2008 Sportsman’s WILD GAME Fellowship, a community feast and an outdoorsman’s social event. It will be held on Saturday, November 15th from 6-8 p.m.

To help kickoff a successful social affair, door prizes will be handed out at various points of the event with grand prize(s) given out at the end. Flags to be lowered for soldier

ANCHORAGE, Alaska (AP) - State flags will be lowered to half-staff to honor an Alaska soldier who died in Afghanistan.

Gov. Sarah Palin ordered the flags lowered on Saturday in honor of Cpl. Jason A. Karella. The 20-year-old Anchorage man was killed last week in a vehicle accident in the Farah province, Afghanistan.

The governor's office says Karella attended Bartlett High School in Anchorage before enrolling in the Alaska Military Youth Academy.

He was assigned to the 2nd Battalion, 7th Marine Regiment, 1st Marine Division, I Marine Expeditionary Force, Twentynine Palms, Calif.

Booths Available at Delta Christmas Bazaar

Delta Junction's Annual Christmas Bazaar will be held this year on 6 December, in the Delta High School gymnasium.

The gym will be open beginning at 7:30 am, for booth set-up. Some electrical spaces are available. This year's bazaar, hosted by the 5th Battalion/Alaska State Defense Force, which is headquartered in Delta, will be bigger and better than ever, with the missile base military personnel, contractors, and civil service as well as the local civilian community attending and participating.

Deltana Community Human Services Planning Summit

We are having a planning summit where we will learn to do community planning, and then take the information we have collected from the survey and other places to begin our 10-year Deltana human services plan. You will learn about:

1. Understanding the Needs and Resources
2. Identifying Relevant Resources
3. Developing an Organization Plan
4. Sequencing Implementation
5. Defining Tasks
6. Implementing the Plan

Up to now, the group has been engaged in steps 1 and 2. We will work on steps 3 and 4 during this meeting. We’ll continue on steps 3 to 4 and complete a written plan by April 2009. Steps 5 and 6 are ongoing, and we’ll start step 5 in April and step 6 in July.

This is really an important meeting, as we are starting to define what the next ten years of the project will look like. Ted Sponsel, Project Coordinator, and Deborah Hayes, Executive Director of Alaska Center for Resource Families, will lead the event.

Here are some picture of the award, The big group of all of the international Designers from America, Australia, Germany, Israel, Thailand, United Kingdom, Neatherlands, and Canada!Pictures of the Cities Waterfront, and nice view of Wellington, New Zealand's capitol city.

I recently went to New Zealand for a show/contest called WOW the World Of WearableArt.

This event is the Worlds Largest Wearable Art show in the world! I spent over two years off and on on my entries. At the end of September I went to go view this event a week and a half ago.
The entire time there in NZ I had such a good time. I met so many nice, cool people, and was SO impressed with the way life is in New Zealand. Very different from America.

Was part of a tour group made up of all the international entries that had flown in to see their work in this show. This was the first time that this WOW show had the largest amount of International Designers come to see this event, so they put us up in a nice hotel.
I saw the Dress Rehearsal on the night I got there and was so Blown Away at the entire package of the show from start to finish.
I later told a magazine I got interviewed for that my brain hurt from the Overwhelment of Amazment!
The birds that I entered totally dominated the section of the show they were in. They were in the Open section and moved around and danced a lot more than all the other garments, they even came back on the stage twice.I was so happy by what I saw that I thought to myself If I don't even win an award it's ok, by what I saw, I was totally satisfied and could walk away happy.
Well on Awards night I did end up winning an award. You can see the link here
The award is called the MainPower WOW Factor Award, it's the award the creator of WOW chooses to give out as her personal favorite.
I met so many people after the show and the models who wore the birds. Thats rare, you're not supposed to meet the models, but it was sort of an accident! But they were happy to meet me.
Now the two Punk Birds won and they will be kept by the WOW group and put in their museum, the other 3 birds will be kept for a year and then returned.
I did two TV interviews an interview with a doccumentary team and a magazine called Fiber Arts! We got to go on a tour of Weta Workshot, the place that made everything for the Lord of the Rings movies. The general public is not allowed to see any of the things We saw.
I took my camera and tapped lots of clips of the city, but was not allowed to of the actual show. Wish I could have stayed longer.
As I left, the plane flew over downtown Wellington, I could see the Waterfront and the Arena below out the window and I was realizing I was sad to leave, such a quick trip.
I will be entering next year and I want to come back again.

Help Needed for the Halloween Bash

We need you for the Chamber's upcoming Halloween Bash. We need help with decorating on Friday, October 24 early afternoon through that evening, and we also need help on the day of the event, Saturday, October 25, from 3p to 9pm. This is an event that is highly dependent on volunteers because of all the carnival games. Whatever time you are willing to give, whether it be for the whole event or for an hour, we will be very happy to have you.

Volunteer opportunities include: running carnival games, help with set up and take down, working the concession stand, and decorating.

If you are not able to volunteer, another way in which you can help is by donating an item or items that can be used as door prizes for the event. If you no have any door prizes to donate, another possibility is to purchase a Chamber gift certificate and donate it back to us to use a Halloween Bash door prize. Those who donate door prizes will receive recognition at the Halloween Bash as well as in November newsletter from the Chamber.

Women's Health Clinic

The Delta Junction Public Health Center is holding a Woman’s Health Clinic on Tuesday, October 14th ,12 - 4:30 pm and Wednesday, October 15, 8:30am - 1:00pm.

Exams, Pap Smears, family planning counseling and supplies, and sexually transmitted disease screening will be available. This clinic is for teens and women who have difficulty getting health care due to lack of health insurance or other barriers. Fees will be charged on a sliding scale basis, but no one will be refused service if unable to pay. Sexually transmitted disease screenings areavailable at no charge for men and women.

Appointments are required. Call the Delta Public Health Center at 895-4292 for more information.

Alaska Natural Gas Development Authority

If you are an established business with an Alaska Business License and have an interest in working on the natural gas pipeline project, contact ANGDA at (907) 257-1334 and ask to be put on the vendor list. ANGDA will be looking for contractors, construction services and individual with special skills to work on this project and will draw from the vendor list to supply that need.

According to Administrative Officer Kirsten Sikora, ANGDA is aggressively pursuing getting a natural gas pipeline built from the Beluga Fields to Glennallen, Delta Junction and on into Fairbanks. Plans are to begin construction in 2010 with the project completed by 2013. A conditional right of way has already been approved from the Beluga Fields to Glennallen and they are now working on performing wetlands delineation activities from Delta Junction to Beluga. Its goal is to get natural gas to all the places in need as soon as possible. For more information, visit ANGDA's website.

Fort Wainright - Redeployment Ceremony

The soldiers of Task Force Dragon will uncase their colors and officially return to business here in a redeployment ceremony Oct. 17.

The 152 soldiers comprising the task force supported Marine aircraft wings and aircraft groups with air assaults, general resupply, battlefield circulation and VIP missions.

The task force’s eight CH-47 Chinook helicopters flew 5,758 hours, 53,612 passengers, 1200 combat sorties and more than 4 million pounds of cargo.

The group returned to Ft. Wainwright in August after a 13-month deployment. Five of the group were killed when their aircraft crashed in August 2007.

The ceremony will be held Oct. 17 at 1:30 p.m. in Hangar 1. Civilians wishing to attend must stop at the visitors’ center at the main gate with driver’s license, registration and proof of insurance to obtain a pass.

Delta Community Choir Rehearsal

Chamber General Membership Meeting

Guest speaker will be Lynne Marie Whately, Tran Systems' Manager of Transportation and Environmental Planning for the North Richardson Highway State Scenic Byway. Aneta Synan, DOT&PF Scenic Byway Coordinator will introduce Whately to present the project and explain the opportunities the completion of this project may present to the community of Delta Junction.

Communities along the North Richardson Highway State Scenic Byway are developing a Corridor Partnership Plan (CPP) with assistance from the Alaska Department of Transportation and Public Facilities. The goal of this project is to develop a plan that represents the vision of the communities along the byway and that tells the complete story of the byway corridor. Completion of the CPP will open up grant funding opportunities for projects that will implement the plan.

Chinook by George Hosier II - Little America, Part I

Once upon a time, a party of friends embarked on a canoe trip far out in the Alaskan wilderness. The party consisted of Olga McDonald who was a farmer by trade; Paul Bunion who owned a sawmill and construction company, Sauer Doh, a prospector and amateur metallurgist; Botty Crecker who was a chef; Brooklynne Bridge, an engineer; Hans Armstrong, a laborer; Gerald Eyejoe, an ex-Navy SEAL who ran a big game guide service; and Freddy MacLehman, a bank teller.

Well, as it happened, Hans and Paul decided to play a game of chicken in the middle of a lake. In a testosterone steeped stupor, neither canoe operator chickened out in time. Their canoes collided violently and both canoes, ruptured by the impact, sank to the bottom. What would have been a minor incident was exacerbated by the fact that in spite of Gerald’s protests, Brooklynne had packed the group’s entire inventory of GPS systems, maps, compasses, radios and cell phones into Hans’ canoe. As a result, all of their navigation and emergency contact gear was irretrievably lost.

RED FLAG - Alaska air exercise kicks off

EIELSON AIR FORCE BASE, Alaska – The first 2009 fiscal year iteration of Pacific Air Forces’ premier air combat exercise, RED FLAG-Alaska, kicks off Oct. 6 and runs through Oct. 17. RF-A 09-1 will welcome additional personnel from the United States. Participating aircraft include F-16s, KC-10s, KC-135s, E-3s, F-15s, F-22As, and B-52s.

This RED FLAG-Alaska provides U.S. pilots, aircrews and operational support personnel the opportunity to train and improve their air combat skills in preparation for a myriad of worldwide contingencies.

The exercises are conducted on the Pacific Alaska Range Complex, the largest training range in America at more than 65,000 square miles, with air operations flown out of Eielson AFB and Elmendorf AFB in Anchorage, Alaska.

To prepare our neighboring communities, increased flying with potentially more noise is expected during weekdays from 10 to 11 a.m. and 3:30 to 4:30 p.m. There is no exercise flying on weekends. Anyone who feels the increased noise is affecting them can call Public Affairs at (907) 377-2116.

The tentative exercise schedule for the 2009 RF-A season is as follows:

RED FLAG-Alaska 09-3: July 23-Aug 7

Delta Junction mayor supports Czech radar site

Mary Leith-Dowling, mayor of Delta Junction, on Wednesday discussed jobs, infrastructure and crimes committed by U.S.soldiers near a radar base with her counterparts from the Czech Brdy region where a U.S. radar base is to be stationed.

Delta Junction with 4,500 residents is situated near the U.S. anti-missile base Fort Greely.
She told Czech mayors that thanks to the military, the town had received a railway line and infrastructure had been developed there.

Jobs of roughly one-half of economically productive residents are linked with the base. Along with 450 servicemen, there are also their families and other staff working as cooks or communications operators.

If the base were not there, the town would be much smaller, Leith-Dowling said.
Some soldiers live at the base, others in the town and a similar situation is in the services and shopping.

The soldiers' children attend the local school and the base staff use the local library and ice rink, she added.

"There is a U.S. base with U.S. troops. Here, the situation would be much different, with more causes of conflict," Jan Neoral, a pre-eminent opponent of the radar base and mayor of the town of Trokavec, said.

Neoral said it was obvious the Alaskan government supported the town thanks to the base.

"We only have experience with cohabitation with Russian troops. It was a different thing. We wanted to learn more, how long and where experts from the base live, what are the problems with crime," Mayor of Spalene Porici Pavel Cizek said.

The base has been in the military district since the end of World War Two and the anti-missile installations have been there since 2001, Leith-Dowling said.

She said some locals had not liked the later expansion of the base.

However, it was agreed at joint meetings that the town would receive economic and security benefits in return, she added.

"The question is how the locals would have behaved if the base were to be constructed by Germans or Canadians," Mayor of Rozmital Josef Vondrasek said.
Vondrasek said the nearest town with 80,000 residents was 100 miles from the base in Alaska, while here it was only 40 kilometres from Plzen, West Bohemia, and 70 kilometres from Prague.
Mayor of Borovno Josef Loukota said it was obvious that the U.S. administration supported the towns near the base.

"We will see whether the Czech government will support us, but its care has been shrinking," Loukota said.

The mayors said they were dissatisfied with the help by the Czech government.
They said the promised money was not coming for specific purposes, the towns and villages themselves had to draw up the projects and compete with other towns and villages for Czech and European subsidies.

Some mayors from the Brdy region are going to see the U.S. base in Ramstein, Germany.

The radar base to be built at the Brdy military district, some 90km southwest of Prague, along with a base for ten interceptor missiles in Poland are elements of the U.S. missile defence shield to protect the United States and Europe against missiles that states like Iran might launch.
Opponents of the radar base still prevail in the Czech Republic. Russia is fiercely opposed to the project, saying it will be actually aimed against it.

DCHSPP September 30, 2008 General Meeting Minutes

Ted did the introduction and history of this group, the process of gathering surveys, statistics, and community information of local resources, and the importance of identifying agencies who would be interested in helping with programs.

Deborah included that the funding was for 3 years and we are asking the community how they want the state and federal grant money to be spent. It is important that we get this data so that we are in a better position to qualify for more grants. This year we have $55,000 for the planning process. The 2nd and 3rd year will be for implementing the program(s) and we must apply for those funds each year.

FNA would like to be more involved. They have an alcohol/drug treatment center in Fairbanks. They are looking into offering services here.

Dan Cooley did a presentation on the cooperative learning style from Kagan Professional Development. It consists of P.I.E.S.
P - Positive Interdependence. Does group depend on each other positively? Does the final project foster cooperation between agencies? There is a strong emphasis on braiding programs together.
I - Individual Accountability. Agencies should be held accountable to providing the services they say they will provide. Dan noted that an oversight committee should be developed later to make sure that we are staying on track of goals.
E - Equal Participation. Everyone does their share. "No agency should be seen as the lone ranger." It is open participation between agencies. All agencies should participate and work with each other to (1) determine need, (2) educate community about need, (3) encourage agencies to support community, and (4) actively support the network that is established to take part in project that is based on their commitment to community in doing what they said they would do. S - Simultaneous Interaction. Group should help foster awareness of good health and make sure people know of all services offered. It is important to know which agency is doing what for the individual being helped. Agencies need to be aware of each others services.

We would like to thank Dan for doing such a GREAT job on his presentation! It was originally geared towards the middle schools goals, but he realigned it with our intentions.

Deb mentioned putting P.I.E.S. in our new updated brochure to keep up to date on our process of notifying public.

Ted received 50+ surveys tonight. He said that getting back 3% of any survey is good and what he has now is a good indication of the involvement of the community.

Rachelle will be having a Public Health Fair soon and will provide surveys there too. She is traveling to Dot Lake and will pick up surveys from that community too. Dry Creek will mail theirs in.

Katie mailed surveys to Healy Lake Traditional Council. Unsure of their response. Left many messages.

Margie mentioned contacting Whitestone. Deborah Snider will contact Whitestone and deliver surveys.

Elias has received emails about survey and he believes that Deb is getting them back. He will check on this. Katie will also ask Merri of MWR to print the survey announcement again.

Vera will begin collecting surveys from the Slavic churches.

GOOD JOB EVERYONE!!!

Ted asked Dan about surveys in the schools. Dan informed us that they are not allowed to survey the students without parental permission. Dan thinks that a link could be put on the school districts web page for volunteers to fill out the survey there as well. Dan will also forward the link to staff in school district to ask them to participate in filling out the survey.

Deb has received 13 electronic surveys to date.

Sue Dickenson offered to print more surveys to distribute to families they assist through her church.

Margie said that a lot of people want a pool and bowling alley. Katie mentioned that our group is hoping to work with Greely about getting an open base policy for some of their activities because they have so much that Delta wants. Margie also included idea for supportive network to Greely to help the new residents introduce them to Alaska living through an outreach program.

Rachelle commented about her involvement with people worried about this survey creating a borough. Deb also commented about her interaction with a store clerk about their reaction to the survey. The store clerk's opinion was that the survey will form a borough by finding out what services are needed. Ted heard it from two other people as well.

Ted has done a news release to Delta Wind and the Delta Vanguard regarding this issue. It informs the public that that is not our intention to form a borough. Delta Wind said that they would not put it in because it was controversial. We also put a radio ad on the air.

Katie offered that we may want to reprint what Carrie Novak already submitted in the Delta Wind many weeks ago regarding the intention of the survey. It has already been printed so maybe the Delta Wind would be more cooperative.

Deb said that a new ad should be put in. Conversation followed about what we would put in that would clue in the people that the survey is not related to a borough. It was agreed upon that the word borough should not even be used.

Margie said that what she would want to know (if she were unaware of our group) is if a new service will be formed and then cost her money. Also, what is the function of this group and how will it affect her personally? Margie said that people are most concerned about what is getting started.

Katie suggested putting an updated brochure into the Delta Wind as another insert. We are already using it to notify the public of our intentions, so why reinvent the wheel? Deb said that it could be possible to do it.

Ken said that he does not see a "raging brushfire." He says the best way to handle a rumor is ignore it and walk away. He acknowledged that we need to be consistent in our response to this rumor, and that we were running out of time because it was almost 6:30.

It was concluded that Ted will update the brochure and email it to a few of us to look over and edit.

The next meeting will be the Community Planning meeting on Saturday the 25th of October from 11am to 3pm. The Community Center is being used by the Lutheran Church all day that day so Ted has contacted the First Baptist Church for a room. Margie recommended Pizza Bella to be used because they do not open until 4pm. Rachelle mentioned that we should look into getting the room next door that City Hall has available for bigger functions. Food and drink is allowed. Ted will check into this.

The Community Planning Meeting on the 25th is a practice meeting for what will follow! This planning is a theory practice so that when the survey information is in we will already know what the process is to decide what programs are needed based on that information. You will need to RSVP for this event as lunch will be included. Contact Ted to RSVP. We will decide when the next meeting will be held at this Saturday's meeting. Hope to see many of you there! Parent and Community Help Needed

DHS Booster Club meeting is October 7, 2008 at the DHS Library.

We are off and running with two big tournaments coming up.

Lots of help will be needed from parents and community members for taking admissions, selling shirts, helping with meals, and donations of baked goods, etc.

Fairbanks - New Basketball Tournament

Challenge Life youth organization will be hosting a weekend full of basketball at the Carlson Center. The Alaska Dream, the newest addition to the American Basketball Association is going to make their first appearance in Fairbanks. North Richardson Scenic Byway - Upcoming Community Meetings

Communities along the North Richardson Highway State Scenic Byway are developing a Corridor Partnership Plan (CPP) with assistance from the Alaska Department of Transportation and Public Facilities. The goal of this project is to develop a plan that represents the vision of the communities along the byway and that tells the complete story of the byway corridor. Completion of the CPP will open up grant funding opportunities for projects that will implement the plan.

Join us at one of our next Community Workshops to review the final draft of this plan on the following dates:
